Document Blacks
Most of the document is based on a white background so it is cheaper to print. All readable Text needs to be higher then 7:1 for 12pt text proper AAA adherence. The AA adherence is set at 4.5:1.
So 90% black text on a shaded background of 30% is not with in design acceptability
